Amendments in the Net Metering clause of Electricity consumers Rules 2020 is expected soon

The issue related to NET METERING RESTRICTIONS ABOVE 10 KW was raise in Parliament as well through unstarred question:-

(a) whether it is a fact that Government has notified allowing net metering only for solar rooftop projects with capacity lower than 10 kw and for above it will be gross metering;

(b) whether it is also a fact that it will effect those MSME sector who have installed higher capacity (more than 10kw) as it will affect the saving of small units and individuals; and (c) if so, the steps Government will take to give relief to the MSME above 10 kw installed capacity?


Reply given by Hon'ble Power Minister in Parliament on question related to provision of net-metering in Electricity (Right to Consumers) Rules, 2020 is as below :-


The Central Government has notified the Electricity (Rights of Consumers) Rules, 2020 on 31st December, 2020. Rule 11(4) of these Rules provides that “The regulations on Grid Interactive Roof top Solar PV system and its related matters shall provide for net metering for loads up to ten kW and for gross metering for loads above ten kW.”

Representations have been received from various stakeholders under MSME sector for carrying out amendments in the provisions related to Roof top Solar PV system. These representations have been examined and it has been decided to carry out amendments in these Rules. The amendments will be made in the Electricity (Rights of Consumers) Rules, 2020 after following the laid down procedure.



It is expected that MoP will issue the deferments this Notification till 31.03.2022.
