Jaipur Vidyut Vitran Nigam Ltd. (JVVNL) has issued an Expression of Interest (EOI) for developing solar power projects under the PM-KUSUM Scheme. This initiative focuses on expanding decentralized solar energy in rural areas of Rajasthan by encouraging farmers to lease or use their land for grid-connected solar power plants ranging from 0.5 to 2 MW. In this model, JVVNL will purchase the solar energy produced under a 25-year agreement. Interested parties must submit online bids by November 29, with the opening scheduled for December 3.

(JVVNL) has announced an Expression of Interest (EOI) under Component A of India’s PM-KUSUM Scheme to expand decentralized solar power in rural areas, encouraging the installation of grid-connected solar power plants on idle or barren land owned by farmers. This initiative aligns with India’s renewable energy goals, enabling farmers to lease or utilize their land for solar energy, with JVVNL purchasing the generated power under a 25-year agreement at a fixed rate of INR 3.04 per kWh, managed by Rajasthan Urja Vikas and Infrastructure Ltd. (RUVITL).
The PM-KUSUM Scheme’s Component A targets the development of 10,000 MW in solar capacity, with solar plants connected to nearby 33/11 kV substations to minimize connectivity costs and promote rural renewable energy adoption. JVVNL has stipulated that all projects will be self-financed, with no subsidies or government financial aid. Farmers and developers bear the full project costs, including installation, network connectivity, and ongoing maintenance over the 25-year contract.
The EOI lays out specific requirements for bidders. Application fees include INR 5,000 per MW (inclusive of GST) and a security deposit or Earnest Money Deposit (EMD) of INR 1 lakh per MW, which signals serious intent from applicants. Interested parties can view the Request for Proposal (RFP) starting October 30, with key dates set for clarifications (November 7), a pre-bid meeting (November 8), and final online submissions (November 29). Physical copies of fees must be delivered by December 2, and bids will be opened online on December 3.
The selected Solar Power Generators (SPG) will carry out site surveys and execute a 26-year lease agreement with the landowner, covering a nine-month project commissioning period. SPGs are responsible for site preparation, regulatory compliance, and meeting all local guidelines for development.
Through this initiative, JVVNL aims to increase Rajasthan’s renewable energy capacity while supporting rural economic stability, creating an opportunity for farmers and developers to generate consistent income and contribute to India’s sustainable energy goals.
